Halls took a commanding four shot lead into the final round and increased his lead to six shots after nine holes from scratch marker, Kurt Lampe.
Tim Powell shot the lowest round of the day (77) to jump up into second place while Lampe battled on the back nine to shoot 88 and finish outright third.
Halls shot an 83, after showing a few nerves late on the back nine but made a solid par up the last to win by four shots from Tim Powell.
In B Grade, Ray Sanders started the last round three shots behind Brendan Bull but Ray shot the equal low round (87) of the final round in B Grade to end up winning the championship by six shots from Greg Curtis.
