The ACT man, 37, was swimming at the southern end of beach when he got into difficulty about 2pm.
Surf Life Saving NSW CEO Steven Pearce said the incident, coming so close to resumption of volunteer patrols, was a reminder of the power of the ocean.
“This was a tragic incident for everyone involved, while the professional response gave the young man the best chance,” Mr Pearce said.
“Unfortunately, this was the worst possible outcome and on behalf of the surf lifesaving community, I would like to express our thoughts and condolences to the man’s family and friends.”
He was pulled out of the water by members of the public, who had witnessed the incident.
The man’s rescuers immediately commenced CPR treatment on him and alerted emergency services. Police, paramedics, and members of the public all were involved in CPR treatment and the Westpac Life Saver Helicopter from Moruya was also called to the scene.
Despite the intensive CPR efforts from all involved, the man was unable to be revived. Police will prepare a report for the coroner.
Volunteer surf lifesavers will resume patrols for the 2018/19 season on Saturday, September 29.
On Monday, September 24, waves of two to three foot were forecast for Ulladulla in a southerly direction.
