Bawley Point and Kioloa rural brigades responded to a report hazardous material had been found by holidaymakers near Racecourse Beach Tourist Park.
The holidaymakers brought the flare back to the edge of the park before noticing the warning symbols and reporting their find.
Police, two rural brigades, and Ulladulla Fire and Rescue crew and a hazmat team from Batemans Bay were on the scene before containing the canister about 10am.
RFS crews dampened down the scene until the flare was sealed in a container by the hazmat team. The item remains under police guard until naval officers collect the item.
The public is reminded to report unknown material to emergency services and keep a safe distance until they arrive.
