Although the phone line is still in place, it is run along the ground, leaving it vulnerable to kangaroos, foot traffic and other disturbances.
"No-one wants to take responsibility," said affected resident Liza Butler.
"To get Telstra and council to even listen to us we had to engage the services of a solicitor, and at great expense to ourselves".
"Shoalhaven Council state that the cable is on public property and they have no jurisdiction under the law.
"However as far as we are concerned, (the council) approved the sub-division ... and they oversee the building of the new sub-division."
The council's director of planning, Phil Costello, said that telecommunication provisions was "not under the council's legislative control," but that the council had contacted the developer.
He said the developer had undertaken rectification works, however, a spokesperson for the developer, Rygate, said they were waiting for council approval to finalise a solution.
Ms Butler said she was frustrated by the number of involved parties - and their apparent lack of communication.
"Telstra have replied in writing stating that they 'take these matters very seriously' and would investigate the unlawful moving of Telstra lines.
"Telstra have now come back to us and said that NBN now look after the cables and that NBN would have to look at it. Telstra ... are charging us for a service that we have not received in over six months.
"NBN have sent a contractor our to inspect the cables that lay over the ground. The contractor has contacted me and stated that it is the worst case scenario that he has ever seen.
"The worst thing is that none of the parties involved are communicating with each other. NBN has a proposed plan, however they have not run this by the council to see if they would approve it.
"The whole situation is ludicrous and should never have happened.
"Besides just wanting our phone and internet to work we would like to see the council put something in place so that this does not happen to others in the future."
