The NSW Regional labour force map says the average rate of unemployment in the South Coast/Southern Highlands area is 7.1 per cent, compared to a state average of 4.4 per cent.
Youth unemployment in the region, however, is at 20.5 per cent, compared to a state average of 9.9 per cent.
In December 2018, youth unemployment was at 6.7 per cent.
Gilmore MP Fiona Phillips said there was a seasonal influence on employment in the region, but was unable to explain the unusually large fluctuation.
She said the youth unemployment rate for the region was one of the highest in NSW.
"Pre-apprenticeships at TAFE really helped employers and employees, but they were axed," she said.
"I've spoken in Parliament about the need for vocational education. I'm holding the government to account - we need apprenticeships back."
Ms Phillips said government grants for infrastructure - such as bringing forward the timeline for work on the Princes Highway - could help replace jobs lost from farms due to the drought.
In September, Reserve Bank governor Philip Lowe called for a major spending program on infrastructure across Australia to stimulate the economy.
Mr Morrison said the federal government was "starting to hit our head on the ceiling in terms of how much infrastructure work you can get under way at any one time".
