Regional general manager for Telstra in NSW, Chris Taylor said they are aware of where the infrastructure is damaged.
"We are aware that Telstra infrastructure around Durras has sustained some fire damage, with underground transmission cable damage occurring in a number of locations," he said.
"We also have three mobile base station sites down due to a loss of mains power in Boyne Trig, South Durras and East Lynne. This will be impacting Telstra mobile coverage to people in the area."
Telstra has confirmed while there are technicians investigating these issues, they won't be able to restore the services until it is safe to do so.
The telecommunications company has advised if you have no phone service, but are in range of an active NBN internet connection, residents with a relatively new mobile should be able to "make and receive calls within their home by activating a free setting on their phone called wi-fi calling."

People near any type of tower, not just a Telstra tower, will be able to dial triple 000 regardless of their carrier. However there needs to be working base station for the call to be connected.
