This includes all holiday van owners who will be denied access to their holiday vans.
Any non-compliance with these restrictions will result in a breach of occupancy agreements.
"The health and wellbeing of guests, team members and all who visit our properties are of utmost importance," a statement from Shoalhaven City Council said.
"As directed by the Australian Federal and NSW Government, all Holiday Haven parks are closed to leisure travel."

Holiday Haven is made up of 12 unique locations spanning Shoalhaven - but parks will only be open for essential guests -
- Permanent residents (including in-residence managers and staff).
- People as an interim accommodation option where the primary residence is not available, such as bushfire victims; travellers who are unable to get home; travellers who have no fixed address to return too and workers in the Shoalhaven.
Guests who were to stay before June 30 for leisure, can either get a credit voucher to be used within 12 months of the current arrival date, or a full refund (currently for stays up to June 30).
"For guests staying after June 30, normal booking terms and conditions apply, however council continues to monitor the situation on a daily basis and any updates to policies will be provided," the statement said.
Holiday Haven Park Easter bookings will not go ahead - planned guests can either get a credit voucher to be used within 12 months of the current arrival date; a full refund; rebook the same cabin/site for the Easter period, April 1-5 2021; either transfer full payment from the cancelled booking to the new booking; or transfer first night deposit from the cancelled booking to the new booking and refund the remaining amount.
"All holiday van owners will be denied access to their holiday van unless they meet the above criteria," the statement said.
"Council is actively monitoring the novel Coronavirus (COVID-19) updates released from the World Health Organisation and Australian Government Department of Health and will continue to respond based on the best advice provided."
