Much of the area including assets like bridges suffered damage in the devastating January bushfires.
Shoalhaven City Council has started the scheduled works which will continue until October.
Work on the reconstruction of council's timber bridge over Lucy Kings Creek, destroyed in the fire and the surrounding road has begun, with the bridge expected to be completed later this month.
Council has also started construction to provide a seven metre wide bitumen sealed surface on the remaining unsealed two kilometres of Wheelbarrow Road.

That work will also include vegetation clearing, earthworks and road widening.
During the construction period a temporary road closure will remain in place with access to Wheelbarrow Road residents maintained via Woodstock Road.
Council apologises for the inconvenience caused during this period.
