Shoalhaven Business Chamber president Jemma Tribe said it was another blow during an incredibly tough year for business.
"Business was picking up for a lot of people and then to get a step back is disheartening," she said.
"Especially when people have put a lot of time and money into measures to protect themselves and their community.
"To see a case like this of two people who have come down and put all that in jeopardy is really distressing for business owners."

She said business owners are nervous about where else the COVID case may have visited and was hopeful NSW Health would provide more information.
"I've noticed it was the restaurant that put out the notice first so we're all fully expecting there will be further announcements from NSW Health about other locations since that business volunteered the information.
"There is a bit of nervousness I'm hearing out there from businesses who are concerned where else they might have visited."
