With Michael Heagney on board, the five-year-old gelding won by 0.1 lengths from Robert and Luke Price's Noble Soldier - with Jason Coyle's Citizen's Arrest right there too (0.2 lengths behind).
The win by Royal Monarch in the 1200 metre bench 58 handicap at the Shoalhaven City Turf Club continues a strong run of form since changing trainers from Mack Griffith to Canberra's Rolfe mid-year - with him claiming three wins, two seconds, two thirds and one fourth since July 14.
The busy seven-race program on Sunday at the Archer Racecourse also proved successful for trainer Mark Newnham, who claimed two firsts and a second - which were all with jockey Tom Sherry.
His first came in the 1400 metre maiden plate with Solar Flash before backing it up two races later in the 1200 metre maiden handicap with Time For Victory.
The successful meet was wrapped up in the 1100 metre maiden plate, where his Invincible Ninja lost by 0.2 lengths to Stuart Warden's Westgrove, which was jockeyed by Kathy O'Hara - who secured two wins and two other podium finishes on the afternoon.
O'Hara's other victory came on board Gary Portelli's The Empire in the 1400 metre Bede Murray Memorial benchmark 58 handicap, where the pair edged Matthew Dale's Tribbiani for line honours.
Other winners on the day included David Pfieffer's Missile Heat (1200 metre Eddie Latta Memorial class one handicap) and Jamie Stewart's Globalize (1600 metre benchmark 58 handicap).
