At Cec Glenholmes Oval, the Dogs opened the scoring in the 10th minute when centre Blake Mackey scooped up a loose ball and ran 90 metres to score - with Cody Roach converting.
But the Lions hit back in 10 minutes later when winger Jamie Reay dived over in the corner for 6-4.
The Dogs' lead was extended in the 30th minute when Jesse Piekar hit Ben Russell with a pass before Roach's conversion made it 12-4 at the break.
Two minutes after the resumption, an Ewen McCarroll try and Ben Grant kick reduced the lead to two.
Then in the 43rd minute, the Lions hit the front through Brad Miller but soon after, Piekar darted across to restore the Dogs' lead.
Roach's kick made it 18-14, which is how it ended.
The Dogs now face the Nowra-Bomaderry Jets in Saturday's decider at Centenary Field.
