The development application for Bioelektra Australia's (BA) green waste sorting facility states it would be built at West Nowra and was submitted in early June.

But it ran into a roadblock earlier this month when the Environmental Protection Authority issued a report stating BA's development application needed to better address issues of odour and emissions.

A spokesperson from Shoalhaven City Council said council believed the issues raised by the EPA were not significant and could be readily addressed by BA.

Shoalhaven council's website said the West Nowra landfill facility will run out of space in 10 years, leading them to consult with industry experts to find an economically and environmentally sound solution and arrive on this sorting facility.

Bioelektra's DA claims to be a state of the art facility which is the first of its kind in Australia and will be capable of diverting over 90 per cent of mixed waste from landfill.

Mr Ward said the ad in question (which attempts to persuade residents who want a green bin through explaining the offerings of the facility) came at the expense of ratepayers and could have gone to fixing roads or footpaths.

"To call a spade a shovel, council are backing a foreign-owned, smelly and expensive waste system over the recommended best practice approach which could have engaged local businesses and local jobs," Mr Ward said.

With soothing music playing in the background, the narrator in Shoalhaven council's Facebook video says some councils give you a green bin then reduce your red bin capacity.

"Imagine if we could divert nearly all the waste destined for landfill," the narrator says.

In a letter to Shoalhaven CEO Stephen Dunshea, Mr Ward drew attention to the video's mention of the names of the 13 Shoalhaven councillors who voted unanimously in favour of the sorting facility.

"I note that this advertisement has been produced less than a fortnight before the caretaker period was supposed to commence. I do note that Local Government Elections have been moved [to December 4 but my point still stands]," said Mr Ward in his letter.

Mr Ward said he started an online petition to support the introduction of green bins because he had been asked to by the community.
