This work, in conjunction with the NSW Office of Sport, is being led by Cricket Australia and Cricket NSW chief medical officer, Dr John Orchard.
He is joined by Cricket Australia's chief of sports medicine Alex Kountouris and a number of key staff from within Cricket Australia's community cricket and high-performance departments.
Guidelines, expected to be released within the next week, are being developed from community cricket, including the Shoalhaven District Cricket Association, all the way up to the elite level.
"Cricket NSW continues to liaise and work with other NSW state sporting organisations to develop amicable, fair and harmonious guidelines around season changeovers with the intention of sharing these guidelines with NSW local councils and local sporting administrators and volunteers," Cricket NSW CEO Lee Germon said.
"We appreciate there are many wonderful and longstanding relationships between local cricket administrators and NSW local councils, and we encourage these to continue.
"These guidelines are simply there to provide a basis of local decision-making in an unprecedented time for all involved in community sport.
"Once NSW's season changeover guidelines are finalised, we will share them immediately with all our cricket communities and NSW Local Councils.
"We thank you for your patience during this time of uncertainty and disruption.
"We will continue to work on ways to support you and your clubs into and during the upcoming summer."
