"We have been working furiously for three full weeks," she said.
"It is absolutely false that we have refused to open this lake, in fact, we are working very closely with all agencies to ensure Shoalhaven City Council is given permission to open it as soon as possible.
"All of our ministers have done what they need to do. These things take time.
"Approval is imminent."
The council said on Tuesday, June 4, despite community requests for a managed opening of the lake, state government agencies had refused permission.
"Despite the numerous requests and provision of evidence from council and the community, of the on-ground situation, the answer from government agencies, continues to be that a managed opening cannot occur at this time, given the current level of the lake," the council said.
