Despite finishing the season with the minor premiership, the Dogs couldn't get over the line against the Cougars at Robert Ziems Park.
Both teams scored four tries each, with Keele Browne (two), Tyara Smith and Eliza Green scoring for the Dogs while Chantel Tugaga (two), Nancy Misa and Taylor Charman crossed for the Cougars.
The difference proved to be the boot of Annabel Mcdonald, who landed two of her four conversions, as Eliza Green missed all of her attempts.
The loss means Sam Anderson's troops will face Group Seven counterparts the Stingrays of Shellharbour, who defeated Helensburgh 42-18 in their minor semi-final, in the preliminary final at Robert Ziems Park from 12pm Saturday.
The winner will play Corrimal in the decider at the Collegians Sporting Complex on Saturday, August 31.
