Council has said works to open the Lake Conjola entrance were completed about 12pm on June 19.
Contractors began digging a pilot channel at the lake's entrance on Thursday, June 13, following NSW Government approval.
The dig has been undertaken at the mid-spit of the entrance with sand hauled below the dunes at the northern end of Conjola Beach.

Residents have taken to social media to keep others informed with numerous videos of the opening posted about 11am on Wednesday.
A high tide of 1.3m occurred about 11.27am with a low tide of 0.7m expected about 4.49pm. A 1.7m high tide is predicted about 11.14pm on Wednesday evening with a low of 0.4m about 6am on Thursday, June 20.
Council says the channel was constructed to alleviate "low level nuisance flooding". About 1.37pm on Wedneday, the Bureau of Meteorology's river data reports Lake Conjola's height at 0.91m.
Weatherzone predicts showers and thunderstorms from Friday, June 21 to Sunday, June 23.
"The aim of the pilot channel and approved works is to alleviate the low-level nuisance flooding around the lake which will hopefully reduce the level of the lake," council says on its Lake Conjola management page.
"It is hoped that the lake will stay open for some time, however, the approval is not for a permanently managed open entrance."
Water was flowing in the channel about 2.30pm, a Lake Conjola resident told the Times.
