The venue will be built on the existing Edgewater Motel site, adjacent to the new bridge at Burrill Lake.
Two of the key partners behind the project, Chris Beasley and Jim Kennedy, propose the new venue as a response to a recent Shoalhaven City Council-commissioned character study of the area.
The study recommended improvements be made to the Burrill Lake area to counteract the negative impacts the highway running through the middle of the three local settlements has on amenity and the experience of residents and tourists.
"Our team are really excited by the potential of this project. Burrill is a magical place for me, after living there for a couple of years back in 2014 whilst renovating our family home," Mr Beasley said in a statement.
"I would regularly drive past the Edgewater Motel, which seemed to me like the ideal location for a venue to have a meal and a drink by the water.
"I approached the owners with the idea two years ago and thankfully they agreed with me."
'The Burrill' is designed by a renowned architect whose firm has designed accommodation and hospitality venues all over the world, Mr Beasley said.
The new building will have three levels, consisting of ground floor parking, a second level including restaurant, bar, lakeside deck, and function space, with 25 rooms upstairs - most of which will have Burrill Lake, Pigeon House Mountain and ocean views.
The site has always been zoned for special purpose tourist-based activities, and the project partners believe the new property will fit well with the existing zoning.
Mr Kennedy, who operates Edgewater Motel, said the new venue will provide a better standard of tourist accommodation, while giving residents a local place to meet for meals and a drink by the lake.
"We have operated the Edgewater motel now for nearly 20 years, providing tourist accommodation in Burrill Lake, but the motel is outdated, and we seek to replace it with something that will meet the needs of tourists and locals, in this fast changing area."
'The Burrill' partners are consulting with local residents and businesses for feedback to ensure the new venue aligns with the needs of the local community, they said.
The applicants will speak at the next Ulladulla and Districts Community Forum, held at the Ulladulla Civic Centre on Monday, December 2.
As planning progresses the partners are speaking with selected hospitality operators to identify one whose vision for managing the property would also meet with those community expectations.
