All football, including the Shoalhaven District Football Association, remains suspended until at least May 31, 2020 due to the COVID-19 pandemic.
In a video address on the FFA Facebook page, Johnson said FFA was working with state and federal governments, along with member federations, to get football up and running again.
"We're working hard to get you all back on the pitch as soon as possible... it's just a matter of time now," the FFA chief executive officer said.
"We're just trying to ensure that we have the right protocols in place, that are agreed to by government, to get you started [again] in a safe environment."
Johnson said the FFA also remained committed to finishing the A-League season "as soon as possible".
"But our highest priority remains the health and safety of our players, coaches and administrators, and our match officials," he said.
